In WotC the game straight up tells you if there is a ruler at the advent facility so you can avoid it until you feel you are ready. I'm playing WotC for the first time as well as the rulers dlc (also first time for them) in "integrated mode" with it and it seems like you can totally still game them so to speak.

I've seen this sentiment about Rulers a few times and it genuinely confuses me.
