100% worth playing through base game first and then WotC just to get the general feel and strategy for the game down as WotC feels crazy sometimes with the amount of things getting thrown at you and things to keep track of. Now granted I read up on what the Rulers are first because I hate going in totally blind, but the game telling me it was there allowed to ensure I was confident enough to be ok-ish with running into it. In WotC the game straight up tells you if there is a ruler at the advent facility so you can avoid it until you feel you are ready. I'm playing WotC for the first time as well as the rulers dlc (also first time for them) in "integrated mode" with it and it seems like you can totally still game them so to speak.
I've seen this sentiment about Rulers a few times and it genuinely confuses me.
